Selection Criteria

The rationale employed when defining the selection criteria for the projects is based on the identification of the measures required and their resulting financing in a way that is coherent and effective in relation to the general and specific objectives of the Programme. Therefore, in line with the stages during which the appraisal, admissibility and evaluation of the projects proposed gradually takes place, the selection criteria can be broken down into the following categories:

  • Admissibility criteria, i.e. the eligibility requirements for the actions constituting essential elements in administrative terms and as regards compliance with national and EU regulations:
    • general admissibility criteria, in line with the aims of the Programme and the guiding principles transversally applicable to all the Axes;
    • specific admissibility criteria, meeting the specific requirements of the reference Lines of Action;
  • Evaluation criteria, enabling an evaluation of the extent to which the project corresponds to the Programme’s strategy and the objectives and Results Expected for Each Line of Action;
  • Priority criteria, i.e. criteria which, wherever they are prescribed and subject to attainment of a minimum evaluation threshold, automatically trigger the eligibility of the measures for financing and their preferential right to be implemented in the event that the residual financial resources are insufficient (e.g. projects for the completion of the OP Networks and Mobility 2007-2013, projects directly identified in the OP Infrastructures and Networks 2014-2020);
  • Criteria for eligibility for bonuses, i.e. those project characteristics which, in view of the Programme’s strategy, enable a number of additional ‘bonus’ points to be awarded and which are taken into account when preparing the ranking of the projects eligible for financing.

The approved set of selection criteria must be regarded as a dynamic tool, capable of being supplemented and amended in the future, whereupon they must be submitted for approval by the Monitoring Committee. In fact, the criteria adopted when the projects were initially scheduled may be adjusted and reviewed during the period 2014-2020, when any experience garnered during implementation and recommendations made by those responsible for managing implementation of the OP measures or which emerges during the qualitative monitoring and evaluation of the Programme may be incorporated. The Monitoring Committee may announce its findings when it convenes or through the procedure for written consultations of members, in line with the deadlines and arrangements laid down in the internal regulations.
